Program Manager/Business Development

Led combined software and hardware teams to fulfill customer needs in the datalink/command and control markets. Exercised all stages of program management from developing work breakout structures to performing earned value assessments. Worked with potential customers to develop new programs to help them overcome current and upcoming challenges. Used technical expertise in datalinks to lead the Simulations Interoperability Standards Organization (SISO) product development group create standard methodologies to simulate datalinks. Received professional recognition for paper presented at SISO Fall 2002 conference. Represented SISO to NATO datalink interoperability testing syndicate, providing technical expertise and official SISO guidance.

Senior Systems Engineer

Provided technical engineering support to the USAF throughout the entire lifecycle of large simulation acquisition programs and exercises at the Theatre Air Command and Control Simulations Facility (TACCSF). Chair of SISO Study group to develop simulations datalink standards for simulation industry adoption. Authored white papers exploring simulations and C2 technology’s applicability to the TACCSF. Designed datalinks subsystem for the AWACS Mission Simulator (AMS II) using C++ and object oriented methodologies. Assisted in design of AMS II as Subject Matter Expert for all AWACS surveillance and datalink related issues.  Analyzed current networking technologies and recommended advanced networking hardware to be used as backbone for AMS. Designed, managed, and executed all AMS system/acceptance plans and tests. Traveled to potential customer sites to assist in promoting the AMS product. Chief, Operations Crew: Captain

Responsible to the director for the conduct of all daily operations.  Oversaw three offices and twenty personnel ensuring that all equipment and personnel were effectively scheduled to meet U.S. and NATO headquarters taskings. Ensured all operations personnel are ready to deploy worldwide. Fourth person to receive the award of Distinguished Graduate from the military's only advanced joint C2/datalink school. Chief, Plans and Exercises: First Lieutenant

Ensured 52 personnel were prepared to execute joint exercises as tasked by U.S. and NATO headquarters. Designed and created complex simulated air operations exercises enhancing unit overall effectiveness. Created team to monitor crew effectiveness during simulation exercises. Utilized diplomatic and communication skills to coordinate all aspects of the unit’s participation in multinational exercises. Air Weapons Director: First Lieutenant

Ensured aircraft mission effectiveness and survivability using mobile radar equipment after handoff from air traffic control. Saved 30 man-hours per month while increasing effectiveness by developing a new Microsoft Access database to track all operations personnel's positional hours. Created and led the working group that planned and purchased all Information Systems.

Chief, Surveillance Mission Development: Second Lieutenant

Maximized training opportunities for Airborne Warning And Control System (AWACS) surveillance crews. Implemented system to monitor quality and effectiveness of surveillance training for aircrews. Designed and created a first ever deconfliction and scheduling system using the web, Microsoft Access, and bulletin board software that became the datalink deconfliction system in use today for the entire United States. The deconfliction system ensures absolute compliance to Federal Aviation administration regulations concerning military flying training and civilian flight safety. Integrated national deconfliction system into new scheduling software.

 

USAF/964th AWACS • Tinker AFB, OK • 1994 to 1995

Air Surveillance Officer: Second Lieutenant

Supervised and led the surveillance team that detects and identifies all aircraft in a theater--ensured that no friendly

forces were killed and that no enemies were allowed through air defenses. Configured and optimized all sensors on the $270 million AWACS Aircraft. Ensured that all detected aircraft were received from and transmitted to outside agencies via datalink. Planned and purchased all computer hardware and software in new Battle Management Operations Center.  Ensured maximum training effectiveness with outside agencies via a low-cost video teleconferencing system allowing crews to debrief face to face. Integrated existing technologies into a first-ever system that displays and allows management of the air battle from any commercial TV system. Set record with a 98.9% academic average during training course designed for experienced officers.
